How about creating a public ledger reputation system that allows the public to reach a consensus on whether or not a "celebrity" has accomplished enough or has been through hell and back enough to be a motivational speakers? Each individual of the public will have a score that will affect their influence on that consensus.  Are there motivational accomplishers?
